Compiling Windows Source

I need to get some changes compiled into the Windows VNC Viewer, but I 
don't have a Windows IDE. (See message below.)  Nobody's responded to 
my plea, so I've another question:

Does anyone know what IDE was used for the released source?  I'll look 
into just getting the IDE so I can compile it myself.

I don't have any Windows dev tools.  Could someone who does grab the
modified ClientConnection.cpp file I've got here
<http://homepage.mac.com/tophu/ClientConnection.cpp> and compile it
with the rest of the vncviewer source (available at
<http://www.realvnc.com/dist/vnc-3.3.7-winsrc.zip>.
My modifications add a "Meta Down" and "Meta Up" pair of menu items to
the system menu.  I'm hoping that the meta key will translate to Option
for the MacOS X VNC server.
