director for a company.  HR people generally deal in confidential
information and I certainly would want the HR people at the company I work for
to not expose any information about me to the web without some security
mechanism.

Let me emphasise this. In Europe there are stringent privacy laws governing personal data. Sysadmins and developers are required to take reasonable steps to protect personal data. If they fail then they (and their employers) could do jail time.
