Google is your friend.  Setting up an SSH server is OT for the VNC list. 
You might try one of the Cygwin lists (http://cygwin.com/lists.html) in
case there are any specific Cygwin gotchas.  Once you have OpenSSH set up,
then you just need to forward ports to make VNC work.
