You don't describe below how you have PuTTY tunneling configured.

Are you sure it is running?  You have edited the /etc/sysconfig/vncservers
file correctly?

What IP address?  Normally Linux VNC servers run at display :0 (this
should be shown when you do the vncserver start above.
