You should be able to do that, it is called Ad-Hoc mode. My only
suggestion is to configure without encryption first to get it running then
put the key in place for the 128 wep. Both NICs must have the adhoc
setting turned on or set for both "Infrastructure" and "Ad-Hoc"

Access points act like bridges to the rest of your network. You may need
to bridge using the OS if you want to get internet to the laptop. For just
VNC it should not matter.

Read the documentation for your specific Wi-Fi hardware for details,
generally the settings are similiar, but each my have different interfaces
for setup.
