If you are trying to use the vncserver file from the bin directory it will not work. That is the VNC startup script and is in no way an init script. If you use Red Hat's (or TightVNC's) RPMs you will get a script they created that can be run from init and uses the /etc/sysconfig/vncservers file to start VNC servers.
