For Windows: Could be easy to do if her's is the computer that you are trying to view and control and neither of you is on a Local Network.
The setup is:
MOM - Server software
YOU - Viewer software.
Her machine is running the Server; it is serving you pictures of her screen for your Viewer to show you.
The Viewer is poorly named - you can both view and operate. Almost anything you can do on your own computer with the mouse & keyboard can be done on the remote computer.
On your MOM's machine download RealVNC from http://www.realvnc.com/dist/vnc-3.3.7-x86_win32.zip
Unzip the program to its own folder on your harddrive (e.g. C:\Program Files\RealVNC)
Run vnc-3.3.7-x86_win32.exe and install. When you get to the Select Additional Tasks window (see attached) click on the two "Start Services" boxes.
When finished installing, reboot the machine.
Once it reboots, Right Click the VNC icon on the system tray (normally far right hand end of the Windows task bar, bottom of the screen). Select PROPERTIES and change the password to something useful for you - best if it is longer than 5 characters.
On YOUR machine download RealVNC from http://www.realvnc.com/dist/vnc-3.3.7-x86_win32.zip
Unzip the program to its own folder on your harddrive (e.g. C:\Program Files\RealVNC)
Run vnc-3.3.7-x86_win32.exe and install. When you get to the Select Additional Tasks window (see attached) DO NOT click on the two "Start Services" boxes.
Does your Mom have two phone lines or a cell phone?
You will need to have her computer dial up the Internet (could just have her check her email as long as the email program does not hang up the connection after checking for email).
Have her hover the mouse over the new VNC icon in the system tray. Her present Internet (IP) address will appear and she can tell it to you on the phone. This will have to happen every time she wants you to view her machine since every time she dials into the Internet Service Provider they will give her a changeable, temporary number.
On your machine, double click the vncviewer.exe program and enter the (IP) number she tells you in the VNC Server address box. It will be something
like 234.345.456.567 . The Viewer will try to connect and then ask you for the password you set up on your Mom's machine's VNCServer program.
And remember, it is remotely possible for hackers on the Internet to view the traffic between your two computers. This is usually a concern for only folks with secrets on their machines but don't be sending Visa/bank/identity information between the computers. Another level of this remote access topic is "tunnelling" where the traffic is sent through a secure, encrypted channel safe from prying eyes (a.k.a. sniffers). Also available for free but requiring more understanding & setup.
