Does your mouse has a USB to PS/2 adapter?  If yes, try to use PS/2 adapter 
with VNC first.  If that works, then try back the USB adapter.  I don't know how to 
explain, but sometimes it seems to be a matter of driver.

        On the other hand, take a look in the BIOS if you know what it is and how to 
do.  Don't take risk if you don't.  Maybe some sub-options of USB are badly configured.
