You must be talking about winvnc SERVER run in SERVICE mode.  Right?

        A service in WinNT platforms is a programme running in the background and can 
be started even before anyone has logged in the system yet.  The advantage of running 
vnc server in service mode (as oppose to application mode) is that you could connect 
your vnc viewer to the server at login window.  For more details, look at here:
