Well, when I said dead-keys, that means those keys don't display
anything by itself.  But when another key is pressed afterwards, a combined
characters is inputted.  Is it your case?

Well, they are dead for VNC, but not for Windows on the local machine.

Yes, I am using a 103-keys keyboard, and some keys assigned to Croatian
letters are dead under, for example, German keyboard (those keys are not used
unde German keyboard). I think it is the same problem, VNC doesn't transfer
some key-codes, and  those keys become dead  for VNC.

ASCII codes for CP-1250 (or ISO-8859-2) are

1. keys that work OK representing letters:
   ALT+0198 (capital)
   ALT+0230
   ALT+0208  (capital)
   ALT+0240
   ALT+0200  (capital)
   ALT+0232

2. keys that don't work OK representing letters:

   ALT+142 (capital)
   ALT+158
   ALT+138 (capital)
  ALT+154



Is there a solution for this?

found that I can't use dead keys in French keyboard.  Does that Croatian
letter need a dead key?
