Problems with remote connection

I am not able to connect to my pc on internet
on my lan i use 10.1.1.16 that is my IP
on internet I tried using 151.11.33.134:5900
but it does not work
Can somebody help me as to what I need to write in the viewer to be able 
to connect from outside
