I had done all those things you mentioned but to no avail. But then on your
last line you referred to VNC Server 4. I was using 3.3.7 . So I decided to
try the beta version of 4. Lo and behold, the problem is gone. The service
is now on from the get go.

One thing. You mention two services. "VNC Server" and "VNC Server 4".  I
only have "VNC Server Version 4". Am I missing something?
