We Think we found it... it was a combination of things.
 
We are still working out the DHCP server on ICS... we made need to do
something else to get a real DHCP server with reserved addresses for our
appliances, but we don't want a "Server" as they cost to much if you have
lots of print servers and appliances that need CALS.
 
Out old Proxy had DHCP built in, but the DHCP Lite server in ICS is really
lite....
 
Oh well, more homework....

If you are using <hostname>, go to the proxy and do IPCONFIG to make sure
the IP on the proxy is the same as the one in your other machine's HOSTS
file(s).
