Of course the easiest solution is to reduce the server resolution to
1024x768.  Or increase the client resolution to 1280x1024 (or better).

But that is not what you are asking!

Some flavors of VNC have a "Scale" feature in which they can draw the
1280x1024 screen on a 1024x768 screen.  Note that the results are not
pretty, and sometimes not even readable, but yes it is possible.

Since you didn't mention your OS types I'll assume windows on both.
I believe (someone here correct me if I'm wrong) that your best bet for
now is the Ultra flavor (www.ultravnc.com).

It also allows scaling on the server side which further improves speed.
