If you are doing exavtly what you say you are doing below, the problem is that you are trying to connect IE to the wrong port.

My IP address is 218.214.X.XXX and  when I type
http://218.214.X.XXX:5900 into Internet Explorer I get a page cannot be
displayed message...

Use http://218.214.X.XXX:5800

The server on 5800 will serve the Java applet, which will then connect to port 5900 automatically.

Is it because I am testing it with the same IP address as it is
configured to receive. Therefore if I use a different net connection to
access it would it work?
Any help would be appreciated.
