Remember that VNC works over TCP/IP.  If you cannot ping that ip address or
some ip address that forwarding to that ip, then it's not going to work.  

Suggestion try ping that ip address...if it does not reply back then make
sure that you have the correct ip address.

The other pc can connect to mine via IP but I can't access theirs.
 
Any suggestions?
