Thanks for the replies - unfortunately it was my bad troubleshooting on this occasion. I'd already tried disabling the GPO object "Clear pagefile on shutdown" but forgot to refresh the policy before rebooting and dismissing it as it was still slow to shutdown.
I'm now running the VNC service as normal and the machine is shutting down as normal now I have disabled pagefile clear on shutdown.
