Probably not.  I have the same situation at my work. 
Corporations tend to have what's called "packet
sniffers" installed.  They can determine what type of
data is being sent and then either block it or allow
it through.

Until a few months ago people could VPN or VNC between
home and work.  But something "bad" happened and it is
all blocked now.

Does your work use Wedsence?  Mine does.  I think they
have it setup to look for an IP address with a port
added to it and, when found, it stops the packet.  So
when you enter http://123.123.123.123:5800, Websence
sees the port address and just stops the packet from
ever going out.

Just in case Wedsence was set to block only certain
ports, I tried various ports in the 9000, 21000 and
30000 range with no luck.

I'm assuming Websence is the culprit in my case, but I
honestly don't know.
