There are several ways to do what you want (and there are a few messages
on the list which describe them).

Static IP addresses for everyone (all servers i.e. destination systems)
will work but make sure they are global addesses not local - 192.168.....
- ones.  A DHCP server on a LAN typically assigns local IP adresses and
any static IPs are usually chosen from the same sequence (but the
administrator is careful to makes sure they don't conflict with the DHCP
ones).  Assigning global IP addresses is usually done with the help of
your ISP.
