I'm guessing that you are using windows xp service pack 2.  This
automatically installs andenables windows firewall.

You need to allow the vncserver to listen on port 5900  (and 5800 if
you want Java support)
The 5500 are only if you want to run a listening viewer it works the
same as regular vnc except that the server computer initates the
connection.

You only NEED one port 5900.
