Jaakko, Connect Refused means that the remote computer is not running anything that is accepting VNC connections on the specified port number - this will be because the server is not listening.
Try running the server in application mode, using: Winvnc4.exe "log=*:stderr:30" >From a command-prompt, and look for error messages regarding networking.
