I have this line in my /etc/shorewall/rules file - vnc works fine for me

ACCEPT:info net all tcp 443,5800:5899,5900:5999 - - - -
ACCEPT:info net all udp 443,5800:5899,5900:5999 - - - -


If youw want to limit the number of VNC screens permissable just remove the words :5899 and :5999, that will limit you to using ONLY VNC screen 0.
