It sounds like your brother has a his dsl modem hooked
up to a router, or some other device which shares the connection and
runs a dhcp server. What you or your bother need to do is access
the router configuration page. And enable port forwarding for the vnc
ports 5900 and 5800. On linksys routers, navigate to
http://192.168.1.1 and put in the password admin. If it hasn't been
changed by your brother. Optionally if you are not aware how to this
and you can do it at yoour house or do not have a router. Run
vncviewer in listenting mode and have your brother add a have you
brother right click on the vnc icon and add client. use your external
ip addresss(i.e. not 192.168.*.*).
