There are a couple reasons for this behavior so I will try to utline them below:
1. If your gateway is a PAT devicve (i.e. it maps 1 external IP to
many internal IPs then what you need is not an "open port" but a "port
forward" this is so when the firewall/gw recieves a packet on a
particular port it knows where to send it.
This may not be the case, if you really can access your FTP
Server. Are You sure that you are accessing the FTP server on your
machine?
2. Vncserver on linux grabs a free port usually display# + 5900, are
you overriding this properly? Is the server actually running on the
port you think it is?
3. Content filtering. Some security devices(firewalls) are more
sophisticated than just port blocking. They may be filtering certain
types of traffic and allowing only a specified list. If this is a
case you need to either A - ask the security folks about vnc or B -
tunnel vnc inside another protocol like ssh.
