I believe all viewers can issue commands. when I've wanted to restrict that, I've run two instances of the vnc server, one locked as view only, force shared that everyone connects to and mine locked as no share that I connect to. I use the no share to force a disconnect if someone else connects, shows me someone else is getting into the cotrolling session.
