actually, most personal firewalls block inbound in general to reduce the
risk posed by trojan horses. I think you would be better served in this
case by having the server connect to the viewer.

i am trying to build the solution like

to do that I am looking for web based solution of VNC.
or
anything else that can do that work like activeX
control . actually i want
my client to use an web browser to load the server on
his PC and then that server will communicate with my
viewer. but i dont want my clients to install anything
and configure anything like firewalls etc. so if
server can do communication on normal web protocols
and ports so that firewall does not stop it.

i would like using a 3rd tier server which sends and
recieves the data. The remote user having vncserver
loaded through activex communicates with it on the
standard web ports, so that the user doesn't have to
change firewall configuration.
The operators PC(vncviewer) also connects to the web
server, and the server process passes data between the
remote user and the operator on standard web traffic
ports.
