Your ip connection filter looks good but perhaps try changing it to
0.0.0.0/0.0.0.0 temporarily for testing.  If this fails then also try
the following:
Uninstall
Delete the registry key HKEY_LOCAL_MACHINE\SOFTWARE\RealVNC\WinVNC4
reinstall
