Generally with VNC viewer you make a connection from VNC viewer to the VNC server. In certain situations it would be advantageous to allow a remote system (VNC server) to initiate a connection to the viewer. Executing the Listening viewer leaves the viewer dormant in your system tray till a incoming connection is received from a remote VNC server system. It is possible to run both the instances of viewer i.e. VNC viewer and listening viewer at the same time.

One thing to remember with listening viewer is that any firewalls on the viewer side should be configured to allow incoming connections on port 5500 as this is the port used by Listening viewer.
