Susanta, vncserver does not interpret Ctrl+Alt+Tab or Ctrl+Alt+Backspace in any way. It sounds like this is being done by whatever shell your users are running. You should therefore find that although they're offered the option, they can't _actually_ shutdown the machine, since only root can do that.
