Keith,

This sounds like a bug that we fixed quite a while ago, caused by
auto-repeat in Windows (which produces multiple "press" events) being
mis-interpreted by XFree86 (which turns each "press" after the first into
"release+press").  The current VNC releases do not have this issue.
