Dan,

VNC is designed to be as "thin" as possible, and so the server simply sends
the viewer changes to the graphics on-screen, without providing any semantic
content such as text, captions, etc.  Because screen-reader applications
need to be able to access the text that they are to read, they won't work
remotely via VNC (nor via any other remote access tool that I'm aware of).
