Scott, You should still find that you can re-enable the firewall and set VNC server as an exception - I'd be interested to hear whether that then works (with or without a reboot). It may be that Windows firewall is getting confused by the order in which it and VNC server start up - if VNC server is starting first then the firewall may simply refuse to deal with it. In this case, stopping & restarted the VNC server would fix the problem.
