There is something built into VNC ("Standard" VNC) to query the console on
incoming connections and there's even a customizeable timeout period and you
can specify the default action to either accept or deny the connection. It's
right there in the server properties under "query."

Subject: Re: vnc initial scrreen refresh connection timeout

Yeah I should have mentioned that's not what I'm looking for. I want more of
a 'hey, i'm here to fix the thing now, wrap it up and let me on" kind of
functionality. Most users I support have no idea they can log off. If they
log off then I need to know their password to log back on, and they cant
leave the application on the screen for me to fix.

I have always thought this was a basic feature lots of people would want.
Otherwise the only polite way to connect is to phone first, which costs me
money and wastes everyone's time.

If the computer has been idle for X seconds, just connect me on through.
Otherwise pop up a request dialog. If there's no answer to the dialog after
Y seconds, connect me.

I'm not familiar with all the other versions of vnc out there and was kind
hoping someone might know of one that has this. I'll probably end up coding
all these things myself anyway but I wanted to at least get the ideas out
there.
