That explains everything. M$ no longer ships Java with Windows, so you 
will need to install the Plugin.
Prior to losing your hard-drive, you either had the plugin, or was 
running an earlier version of Windows (which had a JVM built-in to IE).

Anyway, the solution is to go to http://java.com and click the "Download 
Now" button.
