Try specifically adding the VNC Server executeable as "permitted" in the firewall. For some reason, that seems to work better than just specifying port 5900.

He connects to our office network through a VPN connection. In the office, nearly all machines have VNC Server running, most 3.3.7 with a couple 4.0 and a couple 4.1.1. These are mostly XP Pro with a handful of other OS versions such as 2000 Pro, 2000 Server, and Server 2003. We have discovered that the remote user, using the standard (non-listening) viewer can successfully connect to VNC servers on any 2000 OS or 2003 OS machine, but has no luck when trying to connect to an XP machine. It is not a name resolution issue because we have tried with the literal IP address. It is not a network issue because he can successfully ping the destination machine. All XP machines in the office are set by group policy to allow port 5900 through the Windows Firewall. If he runs the viewer in listening mode, we can then add him at our end and he can connect successfully. However, there may not always be someone at this end to add him in. Do you have any ideas as to what may be causing this problem?
