No, it's not. If you want a free VNC that has built in encryption, you should check out UltraVNC. It is located at http://www.ultravnc.com. It's based upon the oder VNC 3 source code but it works great.
I should probably mention that it's only Windows based. :) Unless someone else knows of one, I don't think that there is a free *NIX based VNC server/client that has integrated encryption.
