Two suggestions:
1) Try telnetting from outside the network on port 5900 (or whatever port
you're using if not using standard port numbers) to the external IP of your
VNC server. If you get an RFB response, then VNC is working. Alternatively,
you can scan your machine for active VNC servers at www.gotomyvnc.com,
however, if you're running on a non-standard port (5900-5909) then you won't
be able to use gotomyvnc to check for active servers.
2) Check with your ISP to make sure they are not blocking VNC. We had one
person recently who checked with their ISP and found that they were, indeed,
blocking VNC, but made an exception for that person. ISPs MAY be willing to
work with you, especially if you can give them a good reason for doing what
you want.

I have allowed vnc in the windows firewall
I have disabled fast user switching
I have disabled remote desktop
still no connection. any other suggestions?

You haven't provided enough details... Several things we'll need to know to
help:
1) Are you trying to reach your LAN IP address over the internet (i.e.
192.168.x.y or 10.x.y.z) or are you trying to reach your "external" IP
address? The former won't work over the internet.
2) Do you have a firewall or router of some type between your LAN and the
internet (in all probability, you do.) You'll need to configure it to permit
you to reach your machine from outside. See http://www.portforward.com for
instructions on various routers.
3) Make sure you have allowed the winvnc executable to pass through the
Windows XP firewall.

I cannot connect over the internet, but have no problem connecting using VNC
with other computers within my office. I am running xp and have swithched
off the fast user. Any other suggestions?
