What error messages are you getting? Can you telnet to the IP of the server on port 5900 and get an RFB response? If not, then something is blocking it. If you're trying to connect over the internet, on the server computer browse to http://www.gotomyvnc.com and have it scan for servers. That should also tell you whether you have your firewall exceptions configured correctly.
