Yes. All you need to do is know what their IP address is, and make sure that any firewalls are configured to allow VNC through. That includes cable/dsl routers as well as software firewalls. A good way to ensure that you know what the valid IP address of the home PCs, is to get a dynamic DNS account for each of the home PCs and run a client on the home PCs to keep that information updated. There are a number of free dynamic DNS providers, such as dyndns.org, no-ip.com, zoneedit.com, etc. There is a limit to how many machines can be listed per person / account for free, however, you can either have your users register under their own names/email addresses or maybe there's some sort of discount / bulk rate you can get for being an educational institution.
