most likely you are changing the VNC password for the logged in user, not the system default. the VNC icon in the task bar defaults to showing the current user properties. to change the system VNC password, go to the option on the start menu to "Show Default Properties" in VNC (I'm assuming you are using VNC 3.x, I don't think this occurs in 4.x).
