You might see this with applications that update the screen directly rather
than in response to window messages, in which case VNC Server can't detected
that the updates are happening except when it polls for them.

The first thing I'd recommend is upgrading to the latest release, since the
version you're using is ancient.  If that doesn't help then you should
switch the server to poll the screen for changes, so that it knows to
continuously poll for them rather than using a slower background-polling
algorithm.
