Dov, The current VNC Free Edition release does not handle dynamic switching of keyboard layout at the server end. Behaviour 1) will be caused by the Alt-Shift getting through to the server, causing the keyboard layout to change, which VNC Server Free Edition won't detect. Things are further complicated by the fact that Alt-Shift will *also* change the viewer's keyboard layout.
The latest VNC Server Enterprise & Personal Editions releases take care of language-switching themselves, so that you use Alt-Shift to switch the VNC Viewer keyboard layout and, regardless of what the keyboard layout is currently set to at the server end, VNC Server will select a keyboard layout capable of producing the desired character before performing the key-press. Note that you should always change input language on the viewer computer, not the server, since the viewer computer is the one that actually has the keyboard attached.
