Yes, you can cut and paste from one pc to another via vnc.

If it is between two windows machines, there is no set up necessary. Just Ctrl-C and Ctrl-V (or copy and paste from the edit menus) like normal. The only caveat is if you are trying to copy large amounts of text. There is a limit to the amount of text you can copy but the number escapes me.
