Unable to connect to host: connection refused (10061)

I have one machine on my network that I cannot connect to. It was running the older V3.3.7 - and did not work so I uninstalled and installed 4.1.1 It still does not work. Other computers on the network connect just fine. I have the NAC router set up with its IP address opened to 5803 and 5903, with both ports enabled exactly the same as I have the machine that works set up as 5801 and 5901. 


WHAT AM I DOING WRONG??????
