Wow, I'm embarrased at how simple this solution was - and how
complicated my attempts to find it were - but I'll post it anyway, for
the benefit of others.

After must now be hours of scouring this forum/list and the Internet,
I came upon someone saying that VNC worked after they stopped and
re-started the service. This didn't work for me, but it led me to try
running the Server in User Mode, and it WORKED!! (I must have tried
this before, but there may have been other issues in play which I
resolved in the interim, such as disabling the firewall. The latter
action is of course highly undesirable, but now I can go back and
apply the proper rules, if necessary).

The cause? In the Connections tab of the server's Options/Properties,
there is a section called Access Control. This was, while running in
Server Mode, EMPTY, but in User Mode it was populated with my
network's address range (oh, yeah, I remember that, from waaaay back)!
I don't know why User/Program mode doesn't share the same properties
as the Service Mode, but apparently it doesn't. So, I added this info
into my Server Mode properties (typical example for typical private
networks: +192.168.1.0/255.255.255.0), and voil`, it works!!

As I said, this worked before in server mode, but somewhere along the
line, perhaps following an upgrade/reinstallation of VNC, those
settings must have gotten nuked.

In Services (on the Server), I have:
Remote Access Auto Connection Manager
Remote Access Connection Manager
Remote Desktop Help Session Manager

They are all set to "Manual", and only the middle one, "Remote Access
Connection Manager", was started, but it looks to be related with my Trend 
Internet Security, not Remote Desktop.

I always disable Fast User Switching, as it's a security risk (bad
idea to display the names of all of the computer's accounts!).

I looked again at the event log, and noticed that only the
Server-to-Viewer connection (5500) logged events; connection attempts
in the other direction, which is what I'm having problems with,
doesn't seem to log anything at all! Earlier in this list, I posted an
event, but I'm not certain which/where/when event produced it.

I think I'm going to have to install Ethereal on the Server and sniff its side.
