There are three ways to stop the VNC service (or any Windows service for that matter) from starting on boot-up. In decreasing order of how drastic they are (drasticity?) you have:

1) As you said, remove (unregister) the service from the service list
2) Disable the service
3) Change the service's startup type from Automatic to Manual.

Personally I would favour option 3, since it will continue an existing service and not terminate it until shutdown. If this is not what you want, then you can stop the service as a separate step.

To fiddle with service settings, right click "My Computer" and select Manage, then select Services and Applications and then select Services. Then in the right hand pane, scroll to right click the desired service (e.g. VNC Server Version 4") and select Properties. You probably need administrator privileges to do this.
