yup I figured that out and tried it .. that works

But 

I also discovered that you can use the following 

vncserver  -query  xxxx  -once   

With the above you do not need to add "/etc/X11/xinit/xinitrc" to the
start up script,

in fact with the above you should comment everything out of the start up
script except for

vncconfig  

and I would change vncconfig -iconic  too   vncconfig -nowin    (:

But then again  we are not talking here about using  vncserver  

WE ARE talking about            INETD

It sounds as if your xinit isn't getting called for some reason, so
you're not getting the window manager of choice. Don't know if that'll
help you any. I know that when I ssh in and manually start VNC on my
Fedora Core 3 system (and it was the same in RedHat 9) the VNC startup
script called /etc/X11/xinit/xinitrc
