it looks like etc/services is an optional naming file

you can use the raw port # directly in inetd.conf without a refference
in ( services )  

THE MAN file for Xvnc has examples that do it that way

I think it is necessary for inetd to use port numbers that are specified
in /etc/services... Probably port 5900 is specified there on your
system, and ports 5950 and 5951 are not... maybe that's the reason?
