I only use the Debian Net Install, which installs the bare minimum (at 
least the way I start), then I add things like KDE and other apps, so I 
don't know if it's in the Debain "base" install, but I know it is in 
Debian's Stable and Unstable branches as a regular package that one can 
get just by typing "apt-get install vncserver" or "apt-get install 
vncviewer".
