As VNC's goal is to access another computer remotely, there is no sense in
using it on a single computer... It's like having a single telephone and
calling nobody and nobody is calling you.
If you connect via VNC to your own computer, you'll see the very effect you
have described - the so-called "hall of mirrors". The viewer is showing your
desktop with the viewer window, which is showing your desktop with the
viewer window, which is showing... etc.
As for the Internet connection, no, you don't have to have two Internet
connections. Actually, you don't need an Internet connection at all - you
can use VNC between two computers on a LAN that is not connected to the
Internet.
